In-rush current can be eliminated by programming a dimmer control system to turn on at zero volts. A wall box dimmer can also eliminate in-rush current when power is energized with the dimmer set to zero. This is the only way to eliminate in-rush current. Otherwise, components need to be built to withstand the rigors of in-rush current over time.
